City of Phoenix offers loans up to $15,000 for homebuyers

The City of Phoenix introduced their Neighborhood Stabilization Program (NSP) March 16, 2009. This is part of the Federal Housing and Economic Recovery Act (HERA) that passed Congress in July 2008.
