I did talk directly to Kris Kyllo at the city who confirmed the 15% below appraised value. I now see they have published an addendum for Realtors to use that states the property must appraise for 99% of As-Is value. I've never heard of As-Is value but I guess that speaks for itself. Thanks for updating us. I haven't heard this in the press or in Realtor circles. Below is a link to the addendum they have now published. Maybe now we can use the program.
