		<description>Very interesting. They have appartently changed the program.  I did talk directly to Kris Kyllo at the city who confirmed the 15% below appraised value.  I now see they have published an addendum for Realtors to use that states the property must appraise for 99% of As-Is value.  I&#039;ve never heard of As-Is value but I guess that speaks for itself.  Thanks for updating us.  I haven&#039;t heard this in the press or in Realtor circles.  Below is a link to the addendum they have now published.  Maybe now we can use the program.  I&#039;ve had no less than 3 offers for 85% of value turned down outright.  Thanks again.
